This study aimed at describing the forms of the implementation practices of the principles of GCG and TQM as well as finding out whether prime services given by UPBJJ-UT of Mataram to the students and the stakeholders were really in accordance with the principles of GCG and TQM.
This study was a case study. The respondents comprised of the Head of UPBJJ-UT of Mataram, the Head of Administration Section, the Coordinator of Registration and Examination, the Coordinator of Learning Assistance and Learning Material Service, the Lecturers, the Administration Staff, the Learning Group Committee, and the Students. The data were analyzed by referring to the Cross Case Analysis.
The result indicated that the principles of GCG and TQM had not been fully implemented. This was evident from the different answers given by the leaders and the staff, where communication as one of the solutions for the implementation of the principles had not been transparent that some of the staff were often oblivious of their duties and functions. Most of them stated that the late arrival of the modules as the main learning materials and the difficult assessment made them dissatisfied; therefore, the prime service had not been given according to the principles of GCG and TQM.
